The project “Voices of Kazakhstan” showed that election fraud took place in two stages:
• at the local electoral commissions – as reflected in the electoral commission protocols that observers were able to obtain;
• at the Central Electoral Commission: what the local election commission members did not manage to falsify was finished off at the CEC.
